sometimes they can take the lock/ignition switch apart and get the part of the key out.. other times they can't.
This is part of the reason I invested in a keyless entry. after breaking a few keys off in frozen locks, I decided it was better to pay $300 for an alarm over calling a locksmith to fix my lock twice a year at $100/key.
now I just push a button and my doors unlock and my trunk opens..
that saves me probably 10-15 "uses" of my key each day.. this of how much longer that key will last if you don't have to use it as much.

$100 a key?
my dumbass brother broke my key off in my drivers side door once.. cost me about 5 bucks to get the guy at AAA lock and key to "fish" the other half out of the lock, then he just made me another one for 3 bucks from my spare that i always keep on me.. maybe in this case, the other chalf can also be "fished" out if the ignition lock??
