Service for VTC in Detroit/Buffalo

Something very weird happened today. I had the oil changed in my 92SE which I bought about two months ago. The oil had been changed in the middle of January according to records. Now I have what appears to be the VTC noise much louder and for much longer than before the oil was changed! It was barely audible before and only for about a block and then it was gone. Now it it really loud-annoying-and will not go away at all!! Checked the oil level and all looks good. I can't drive the car like this.
Got a quote from two local dealers and they want about $2400 CDN to replace both sides including taxes. Would it be cheaper to get this done say ... in Detroit or Buffalo areas? Does anyone have any experience with replacing their VTC in the upper states who can recommend a good and reasonable shop?

Hi, i just have the same problem on my 92 se here in San Diego, CA. I went to a local dealer and they quote my
$930.00 on side only.
I decide to buy the VTC springs with gaskets and went to my mechanic to do the job, note that i only spend $120.00 in this parts.
