Brake time

How can I adjust the parking brake cable? My parking brake is basically non-functional, thanks to the previous owner wearing the pads to the shim. Also, I recently changed the rear brakes, and now need to bleed the system. I have never done this myself, so any info would be great.

lift up the console. there's a nut that's on the driver side right next to the ebrake handle itself. turn the bolt to make it tighter or looser.
