Short in Horn - need help

When I got my car my horn didnt work. My test light was dead so I waited until now to try and fix it. Well the fuse was blown which is what I figured. So I put in a new fuse and the horn honked for about a second and then the fuse blew. Then I disconnected the plug from the horn and put in another fuse and pop.

So since I am not much of an expert and electrical stuff I was hoping someone can point me in the right direction. Is the switch bad? Sticking relay? ...

Thanks
