it wouldnt be a vacuum problem cuz above 3500 the VI solenoid is off. so if anything it sounds like vacuum is leaking by the solenoid. try putting a vaccum pump and guage on the secondary side of the solenoid and make vacuum and observe the guage and see if it drops and if so how long does it take. could be just a dirt plunger inside.
