Within our idle air control valve is a section for cold start, its a pellet that contracts when its cold and allows for more air flow and a higher idle. The car warms up and the pellet expands allowing the idle to drop to normal.
The IACV can get some carbon build up restricting the normal air flow, it can be cleaned out.

that's the right speed to start off with on a cold start, so your IAC is fine.
I'd check the Coolant temp sensor to proper functioning and to make sure it isn't corroded as my next step assuming you've already checked fuel pressure

hmm ok..my car has been dying 4-5 times in the morning now that it has been like 18 degrees here and my dad said it could be a bad cold start valve but he was not sure if the car has one or not
