I beat the system....
I work at a Toyota dealership so we are constantly replacing tires. Most of the time the tires are fine except for a little gash on the side which scares customers into thinking that their tires are gonna blow on them. Anyways, my two front tires were so worn that they looked like racing slicks. I found a pair BF Goodrich tires and thew them on.
COST = !!!!!! FREE !!!!!!!
Therefore I think I pretty much beat the system.

I used to do that when I worked for pep boys.
People would want new tires because the weather was changing, they were getting close to min.spec, etc.
and they'd buy new tires, lots of good used tires were available to me that way, almost bought a set of rims for $5 that way (customer upgraded and din't care about the old ones)

Here in KY, one has to pay a "tire fee" to the state...I think 2 bucks a tire, I think to throw them away. The place you work at charged the customer this fee and will have to forward the fee to your state revenue cabinet.Sooo, It could be stealin`

they charge an EPA fee per tire regardless of what is done with the old tire.
the disposal fee is because companies charge the shop to dispose of the tire. so you're really helping the shop by taking the old tire, they don't have to pay the disposal fee to someone else for it.

Aside from that, the old tires on his car had to be disposed of, and I doubt he paid the $2/tire... so the customer was just paying to throw a set of tires away, not particularly HIS old tires.
