What exactly does this modification do and how do you go about advancing the timing? Thanks

 

hey, ok, it's the unit on the right of the engine, on the front camshaft right? I was looking, i don't see any way there'd be a dial there, but you can pivot the whole deal by loosening the two bolts, is that what you guys were talking about when you were telling how to set timing.
