vg head light help

I have a vg 91 se and only one head light works. So i took of the connector to the bulb and tested it. There is three wires. Red/blue Red/green and Black. On both sides both of the red wires have power. But on the one side the bulb just doesn't light up. Tried multiple bulbs and they all work on the other side, so that's not the problem. I've even tried manualy re grounding the black wire assuming that that was the ground but it did nothing. Did I do it wrong what could it be?? Thanks in advance

Would the switch still be my problem if I have constant working power from both brights and normal to the non working light?
