93 Maxima GXE Won't start, just cranks

Around 40 psi is fine - the fpr is vacuum dependent so slight variations in regulated pressure is quite OK and in fact to be expected.

ATM it looks like you have spark and it looks like the fuel is reaching the fpr - question now is if the pressure is high enough to allow adequate fuel to flow when an injector opens - thats why fp is so important.

As for the engine coolant temp sensor for the ECU - replace it with a 2.5KOhm resistor (temporarily) to negate any influence from it at this stage

do i want to hookup the pressure tester right onto the outlet of the FPR and look for the 40psi?

No. Fuel needs to flow normally. Im pretty sure you need to "T" the gauge into the line. Not put the end of the return line on the pressure gauge. Look at the FSM, its T'd into the line. Put it between the filter and rail.

I followed that procedure and it spiked up to 60psi before it blew apart because i bought the wrong size T lol, what now?

Get the correct "T" or at least clamp the lines to it so it can't blow off and you can get the proper readings.

OK I followed the procedure for testing FPR and I built myself the needed fitting. Still over 100psi, its like that regulator is stuck closed!? Could too much fuel pressure make it not start? Thats the situation as it stands now, guide me oh mighty ones.

You are effectively drowning the motor, so that may well explain why it wont start.

I have not tried to do battle with the fpr (and hope I never have to either) - at this stage, with the thing appearing to me to be a "sealed" unit, I would try banging on it with a rubber mallet while trying to start the motor .................... if that doesn't get the sticky bits going again, it would seem that you need to replace the fpr

Have you tried connecting a syringe or hand vacuum pump to it to see if you can free it? Is it leaking gas into the vacuum tube connection? If not the seal inside is probably shot and it's new Fuel Pump Regulator time. If you can get it to work by manually applying vacuum, then perhaps the problem is the vacuum supply (clogged vacuum line or port, broken vacuum hose, etc.).

I tried manually regulating the fuel pressure, or even just releiving it at the regulator, nothing. The regulator has a vac line off the side that goes to something with a green connector right? Attaches to a little rocker arm and moves when you blow into the vac line. I can't get any results from messing with any of this, I'll try and get pictures up tonight.

If it doesn't start with all the possibilities mentioned above, then I would go so far as to say computer / EMC trouble? Just my guess if nothing else works. I have heard of a couple of people getting rid of their Maximas because they couldn't figure out why it wouldn't start. Of course, these people were not mechanically inclined.
