you need to replace the connector that plugs into the bulb I got twenty dollas that say its melted a bit, replace them with some aftermarket ones from napa the use a thicker gauge wire and are better for higher wattage bulbs.
I replaced both of mine they cooked crispy!!!.

It's probably the switch on the steering wheel column. I have pretty much the same problem. If I'd flick between low and high a few times the low beam filament thats out would turn on.
