The colored bulbs are illegal. no questions about it. you CAN and most likely will get a ticket (or at minimum a warning) sooner or later.
that said, cops around here usually don't give people much hassle about the bulbs, but they will ticket you for ANYTHING they find if they see you in a car "like that".. anything that looks like it's a kid driving, the'll stop you for failing to signal a lane change, turning into the 2nd closest lane when turning right or left... accelerating quickly, even if there's no one else around and you didn't even break the tires loose. (it's considered careless driving and they can also pull out the old "unlawful display of power" charge..) ANY of the above offenses can be fined up to $277 in my city.
Fortunately I got out with going to a defensive driving course and $27 in court costs. ( I was pulled over a few months ago for an "improper right turn" because I pulled into the second lane to avoid another car that wasn't paying attention... the cop got me because I was the kid in a lowered car with tints & rims. the old guy that cut me off -almost causing anotehr accident in the process- drove away without so much as a warning.)
NGthing, as for the headlight, check your fuses.. each light is on a seperate fuse.. the bulbs I'm running ar 85/105W, and I've never had a problem.

I have had blue bulbs in my corners for a year now and havent had any trouble. I used to have all of my turn signals blue too. That looked really cool, but I thought it was too risky so I took them out. The cops here arent too bad here either though. Some places will ticket you for sure. Mostly big cities.
