Fuel pump don't kick on. ECU Ground bad?

Fuel pump don't kick on. ECU Ground bad?

Turn key on and everything works car won't start and found out that if I hook up a test light and test the pin for the power on the ECU the fuel pump works and the test light works fine. But the fans turn on. Most likely a short between the power on the fans and a ground? Any ideas?

check the fuses?

ya also tried swaping out the fan relay in case it was stuck
