It's sort of difficult. Just did mine twice in two days. (long story, see: Engine rebuild thread. You have to pull all the belts, pull the waterpump pulley for sure. If it isn't rubbbing on the top half, you will need to pull the crank pulley. Air tools would be a plus, particularly to remove the crank pulley. How old is the timing belt if you go to all this trouble?

Are you sure all the bolts are in place for the cover? A few are hard to see, almost just need to feel for them. I'm not sure why the cover would be sticking out unless a bolt or two was missing.
All this was discovered while installing my UDP crank pulley.
