ok here it is:
i pulled my pwr steering pump! the car sat for a little while, like 2 years, now when ever i turn the steering wheel it makes a horrific noise... do you think the steering rack is rusted? or should i come up with a catch can idea? where pwr steering fluid goes to the rack and comes out both sides and goes to the catch can to just transfer the fluid back and forth!!!

I'm going to assume you didn't cover the lines up after removal. So....based off that we have the following:
First, in removing your pump, you lost a butt load of fluid. You re-install and now you have a lot of air in the lines/pump/system which needs to come out.
Second, in removing your pump and losing a butt load of fluid, you allowed moisture and debri to enter the system. Re-installing the pump and adding fluid just allowed the water and debri to get circulated in your system.
Third, I'll assume you made sure the reservoir is full of fluid and that you used automatic transmission fluid...NOT...."power steering" fluid. Auto fluid is recommended for the Nissan.

... there is NO pump installed, i took it out for fitment issues, i just want to see if there way to make some sort of recuirulating system that only has a fuild catch can with fluid in it to just push it through the steering rack itself, not to do anything with the actual pump area. thanks though

Power steering racks are not designed to be operated continuously without hydrolic assistance. These are not like the old racks which where still hard as He77 to move, but designed and geared to minimize driver stress and fatigue without assistance from hydrolics. New racks require this the assistance and are significantly harder to move when without hydrolic assistance than older non-powered racks.
If you're just wanting to seal off the system so moisture and debris don't get in without the pump, you can do that a number of ways...namely rubber caps you can get at local AutoZone.
I'm pretty sure Matt talked about doing something like this in a thread from ~6 months ago.
I think you can do what you're talking about and it'll work just fine, hopefully the rack is fine after being open though, was the car garaged?

I mean, I just don't see where/how the power steering pump would have in any way been in the way of anything..
These cars dont have a great turning radius as it is i would hate to have to do a 3-4 point turn with no power steering f that, i would go and get some custom length high pressure hoses made up for me and throw the pump back in... much less work and well worth it in the end..

Most reasonable option given it sounds like you're stuck with what I believe to be a significant oversight by 666fabrication. Looking at the setup and what I understand you've put into it.....very surprising. If I were you, I'd be ill as he77 and make them fix it. I don't consider this an acceptable trade off for your build. Just my humble opinion having actually been on the recieving end like you of a someone who messed up. Been there/done that.
all you would need to do is move the reservoir and put a different kind of cooler in, your high pressure line wouldn't even interfere with anything. I have a finned oil cooler mounted in my pass fender. Works great.. even when im on a road course.
Taking another look at the images, I'm guessing a big part of the problem is actually placement of the resourviour? If so, I would suggest perhaps 1. Doing a 45 degree bend immediately after the intake, aiming it toward the passenger headlight. This would allow you the room to re-install the resourviour as well as illiminate one of the 90 degree bends on the pipe entering the intake. or 2. Relocating the PS resourvour to the firewall. Lots of room on the firewall...that's where I relocated my oil filter.
