Not sure but it looks like a brake booster tee fitting to me... it should be connected back to the intake manifold collector...your PCV looks like it's coming off the block according to the drawing...

Do you know if the vg pcv will work on my ve? Otherwise I gotta order one from rockauto or my local parts store.
Also what do you recommend for a replacement hose as opposed to going to the dealership-none of the local stores can get it. (ie would a fuel line wrapped around a little to avoid kinks work?)

That's not the PCV but you're close. The VE PCV is located on the rear (firewall side) head, on the passenger side of the engine.
I'm nearly certain the VG and VE valves aren't the same. I've always had to order mine online due to not being available in physical parts stores
