VSS Test Using Osciliscope

1992 SE, VE30DE, Automatic

I've read just about every post, watched all videos I can find on the Internet, Nissan, Honda, Ford, Chevy...if it was a speedometer/cruise issue I've read it or watched at on time or another. The needle moves only when doing 60-65 and reads 85 to 90 MPH. During deceleration the needles pegs out past 145. I've replaced the Speedometer Three times with 2 of those with separate whole clusters. There has to be something that i'm missing, or just not understanding. Below is photos using a split screen using Nissan Data Scan to read the ECM, and an osciliscope using 2 channels connected to the VSS and the speedometer.

Channel 1-2 were both set for 5V at 10.00ms
No Load on Engine, Car on Jack stands.






The connection I used.
Channel 1) VSS Circuit F24 Green wire
Channel 2) Combination Meter circuit I9 pin 15
