Speedo problem???

1990 GXE, auto
So the speedo is acting up.
As soon as I start moving it goes up to 35-40mph.
Doesn't move unless I get to about 35mph then it starts to move, but is reading high.
Sometimes when I stop, it will go down to "o", but go up to 35mph as soon as I start moving.
Turn off the car, and it drops to "o".
Seems to drive and shift fine.
Could it be in need for a rebuild/repair, or could it be something else????
Speed sensor???
Loose wire/connector???

I have fixed several speedometers by reflowing the solder on the speedometer circuit board. You must disassemble the instrument cluster, then touch up each solder joint by using a soldering iron thru a magnifying glass. If you are not comfortable doing that, an electronics repair shop should be able to do it.
