could CATs cause this problem?

when my 92 SE automatic is cold, I sometimes get a delay in
power between 1500 and 2000 rpm. What happens when I get this is the rpm drops to 0, and sometimes shut off, sometimes come right back to normal. But I experience that
power delay.

I took the car to a reputable shop around here and they say the Cataytic converter is clogged. Could this be?

if so, I need to buy CATS I guess. Do I also need to get
exhausts? dont want louder/more power etc. etc. Which
exhausts will fit my 92? only 3rd gen? how about the newer ones? 94 to 99?
