The strobe lights in that link are like 90% of the strobe kits sold on e-bay. They suck ****. I wouldn't even call these things strobes, just pulsating lights. One flashes, the the other flashes and that repeats..the fastest it can flash is 120 flashes in a minute, which is slow. You only have one pattern of strobe on those crappy things and it just sucks.
What you should look into is the Street glow headlight stobe control module. This things allows you to adjust the pattern of the lights, the speed, and not only can you strobe two lights, but you can strobe up to 4 lights at once. Which means you put two in your headlights and two in your tail lights..etc.
