This will not work on a 99 Maxima.

Is this Fed or Cali Spec?

Not cali spec but Im limited to 120 mph. Its five speed and digital odometer. So Im lucked out? I thought I can down grade to a 97 and cut that pink with blue stripe line to fix the governor.

You can do that to avoid the speed-limiter, but it will cause a CEL.

In order to use this ecu in your '99 you will need to swap a pin or to for the cps sensors, as well as some egr pins IIRC. There is info out there on converting to a non-immobilized ecu in your '99 as it's been done before.
