It's a resistor. It sends a different voltage signal from the IAT to make the car think that it's a different temp outside. That's all that is does. Very easy to make on your own. Much more effective with forced induction cars than NA, but can still achieve some gains with NA.

 

Guys on my old Jeep forum who built up 4.0L I-6s and 5.2 or 5.9L V8s SWEAR by this mod, as well as relocating the IAT entirely.

They made their own using inexpensive electronics from Radio Shack or the like. If you want to ask about cheap ways to do this yourself, go to jeepsunlimited.com and look for the "speed freaks" section.

By the way, there is a guy there who runs a 12.6...in a GRAND CHEROKEE w/ an Auto...
