Blown fuses

Is there an easy way to check to see if there are any blown fuses, behind the fuse panel in the car. I'm not sure if a blown fuse might be causing my battery and brake light to flicker on and off. My mechanic said its not my alternator. Or if resetting my ECU would fix the problem.

It happened to my car today. While it was raining, I saw those two light come up, and never goes off. I restarted the engine, same problem. What's wrong with this? Mine is 97 and 64K miles, and I can't believe this thing happen to me today..

Did your light goes on whenever it's raining? After I test Voltage reading, its output was normal. 13V while engine off, 15V while engine run with AC, Defrost...It's weird. Light only comes on whenever it's raining.
