Rust and Paint Chips - Need Advice

Hi Guys,
I finally have my first Maxima, a 99 GLE, Sterling Mist. I have a few surface problems i would like to try to tackle myself.

First off, someone put a wind deflector on the roof, and removed it for some reason. They left some paint chips, some of which are rusted, and a nice mark showing where the deflector was. Im pretty sure i cant make it perfect up there again without a lot of sanding and touch up paint, whats the safest thing to do? I was thinking of using some rust eliminator, then sanding that off, and then just puting a new deflector up there, it would cover up the mark and the paint chips, is there anything else i should do before putting the deflector on?

Next, there are a few minor scratches on the car, i think someone waxed it with something poor, because the scratches filled in white. They arent measureably deep, but deep enough that you can feel them. Any suggestions on care and possible concealment of these?

Last, for now... i have my official nissan touch up paint, and have tried it on a small concealed area with a very thin artist brush, then washed/polished/waxed that small spot, and it still stands out. I know these metallic paints are tough to match, any suggestions though?

Thanks for any responses. I must say, i have beed reading these boards since i bought the car last week, i am so impressed by the wealth of information here, and overwhelmed at the same time. I'll be busy reading for days!
