Brakes shoes and brake pads are different.

Why don't you just take an old set of pads, remove all the pad material, have the shoe chromed, then send the pads to a company that will apply whatever compounds they offer to the pad?

The only problems I could foresee are, the chrome will probably crack because not all of the shoe is pressed upon. The uneven pressure on the chrome would probably crack it off pretty quickly. Also, because there is that chrome material between the backs of the pads and the caliper, who know what effect that will have on noise, i.e. squeal. The obvious solution then would be, only have the exposed parts of the outter pads chromed. But unless you know someone that does chroming, money wise, it probably won't be worth the time or effort.

I highly doubt anyone produces a pad with a shoe that is chromed.
