Of course, OE rotors with performance pads is good too.
And of course, both performance is best.
I love my rotors!
most of us will notice improved braking when we change our rotors and pads no matter what brand they. the main point is that they are new and the ones u took off your car are old. of course new pads and rotors will stop better than old ones.

The stopping power is in your pads, not your rotors.
The rotors need to be able to dissapate the heat and keep the pads surface free from trapped gasses. Most like slotted for track use, they hold up better under extreme heat then X-drilled does.
X-Drilled are just fine for street applications, they run a little cooler then solid rotors do.
Axis Metal Master pads have very little dust. I'm currently running them on Stillen X-Drilled rotors. Which BTW is an awsome brake setup for street use. There are several other performance pads to chose from as well.

But if you have the money... buy the nice rotors as well for the (mostly) cosmetics.

Sometimes it helps to "rough 'm up" with some sandpaper but in general it's not necessary.
