Y pipe first (Budget). It will give you the best gains.

Have you done any suspension mods?

Cat will be only 1-2 HP @ most, UDP will do virtually nothing. Don't know about the B pipe.

y pipe - $165
b pipe - $100

hmmm...

i really don't see anything else wasting money on.. like patrick said.. suspension mods would be the next best thing after..

everything else is minor gains if you are N/A.. really waste of money..

next best thing would be ECU and VI..

Like everyone else, I highly recommend the y-pipe and the b-pipe. You might be able to find a catback system for about $400 which already includes the b-pipe. You'll still spend around $700 and your car will sound sweet.
