ECU trouble code 3 long 9 short

I am getting this code. 3 Long. 9 Short. It is not in my Chilton manual, and it is unefined on the vbmaxima web site. I bet it is in the Haynes manual.
Can anyone help me out?

0309 - EVAP canister vent control valve open

Check
-EVAP canister vent control valve
-EVAP control system pressure sensor
-Blocked rubber tube to EVAP canister vent control valve
-Water seperator
-EVAP canister is saturated with water
-Vacuum cut valve
