Strange Noise while braking

I just bought a used 95 with 71K miles. Everything is is great shape, as the previous owner obviously took great care of the car. The only issue that I am having is after I drive around for a while, when I brake moderately to hard, I get a barking sound at first then what can only be described as when you stretch the opening on a balloon that is full of air to make a low pitched whining sound. I have pulled the front wheels off and the front pads look like they are only through about 25% of their life. The only thing I can figure is that the rotors may need to be turned. Oh, and when I drive around and only lightly apply the brakes-no sounds. Front and rear rotors are smooth...
It my just be brake dust thats causing the squeal. Are you getting any pulsating from the brake pedal? If so, those rotors are warped. My suggestion, pull the calipers off and give the pads and the rotors a cloer inspection. You may have to go to the extreme and put some of that disc brake quiet crap on the back of the pads.
