What procedure would be required to install foglights on my max that has none?

 

depending on the year of your car.

for 95/96 you would need to cut out the fog light openings in the bumper..
for 97-99.. all you do is cut that horizontal bar out..

also, i believe most gxe's are pre-wired for fogs..

if you buy a fog light kit, you get the fogs and a turn signal / headlight stalk with a fog light position option..
it's a relatively straight forward process.
