I may have power steering problems: sometimes on low speed ~5-10mph I hear noise from belts during turns, usually during parking. Sounds like belts problem. Does somebody has similar problem?

No, but I bought it 6 months ago, it's 98 GXE 5spd.
Do you think it's time for tune up?

It might not have anything to do with your Power Steering. How long ago have you replaced your front strut mounts? This will cause the slow speed creaking noise. At least it did for me.
