Fram Oil Filter Or No ??

I bought one a while back, and I heard recently there no good ?? anyone use them or have any comments on em ??

Fram = oil drains out of filter when engine is turned off...you start the car for a split second without oil.

OEM = This filter doesn't allow oil to drain out. (Always protected)
