Brakes and Drive belts

Brakes and Drive belts
I have 99 Max 40K miles. I was told yesterday that my drive belts are cracking and I needed rear brakes. Anyone have instructions for these jobs? I wanna start doing this stuff myself. Isn't 40K miles to soon for the drive belts to be cracking?
