Do the 97 rear lights (brake/turn) fit on a 96?

Not really,

The 95-96 Trunk has a wave in it{as do the lights} and 97-99 are flat {just like the lights},so if they even did bolt on they would not be flush with the trunk.

Nope

The actual trunk on the 97+ is shaped differently. THe outside light on the 97+ MIGHT fit, but the inside portion will not because on our cars (95-96), the light is angled more. Hope this helps

how much money do u think it is to do the necesary body work to install the R33 Skyline tail lights?

Suppose I would get a whole new trunk lid from a 97-99 one, do you think the outsides would fit? I was sort of comparing the 2 on the cars, the shap seems to be a bit off to me, but, I was under the influence at the time, so who knows, anyone willing to try? Just get 2 Maximas together, 30 mins work, no more.
