Improve handling?

I have a 1998 Maxima SE,5 spd. manual that is currently stock. I do a lot of highway driving, approximately 140 km everyday.

Here are my handling angsts:
1) When braking from 120 km/hr to a stop, the steering wheel shakes/vibrates.
2) When cruising at speeds in excess of 125 km/hr the steering vibrates a bit, but the car also feels lofty

The questions are:
1) Do my tires require re-balancing? I had this done approximately 5000 km ago?
2) Is my car out alignment?
3) What ar the most cost effective and reliable springs and shocks that will lower my car no more than 1.5 inches and will improve handling?

Cheers,
AKawasaki...a maxima novice, but wanna be expert.

Statement:

1. Sounds like your rotors need to be ground, they are out of round.

2. A little vibration is normal, but a lot would require the tires to be reballanced.

Question:

1. Possibly, depends on the amount of vibration.

2. Only if it pulls to one side or another.

3. Depends how stiff you want it, a good place to start is here:
