Strut bar is blocked!

I finally decided to install the FSTB today. I was bored and its been sitting in the box for a little over a year now. Anyway I went to put it on and its being blocked on the drivers side mount, see the pictures to see what im talking about. That thing is making the "horse shoe" sit to high to get on the screw.the other side is fine, it looks like something was screwed in there, but nothing has ever been there since i got it.all I know is its holding those little pipes on that one side. Any ideas of what I can do? I tried everything i could think of.

I ran into the same problem when I tried putting a strut bar into this one dude who owns a 99 limited.
I think all the 99's have that piece in the way...

I'll get it on there for you. I have a roto zip and it'll cut through that like butter.
