Fuel through the "hatch"

Fuel through the "hatch"

Has anyone had a problem with fuel somehow getting through the "hatch" under the back seat?
I'm experiencing a fuel smell and the tar paper under the back seat is slightly melted, and the foam of the seat was stuck to it.
There's no liquid fuel there, none of the lines have visible cracks, and there are no driveability problems. Just wondering what needs to be replaced, and hoping it's not the fuel tank.

It's a '98 with 90K miles.

Then thats not the source of your fuel smell.
