Installing body parts...

In installing a fender, is it nessacery to remove the front bumper. Also, I notice under the front grille that the bumper is riveted to a support and not screwed. Is this normal? (I have a 97 front on a 96, came when i bought the car) If not, should i just drill out the rivets and replace w/ screws?

i dont think it should be riveted in there, otherwise if u needed body work how the hell could they expect you to get it out?? i dunno, seems shotty to me i'd say drill'em out and tap screws in, and the bumper should come off to install the fenders, at the least to make it easier, but im not 100% sure that it is necessary to do
