Fog light problem...probably a short

Fog light problem...probably a short
has anyone had a problem with their fogs having a short??
even before i did the fog mod that allows them to stay on with the parking lights ive always had a problem with them once i left stock bulbs.
im assuming that somewhere in the wiring a positive is touching a negative
because everytime i put a new fuse in...as soon as i put the fogs on the fuse pops..
one shop told me that it will be $60 just to tests the fog system and hopefully it would just be cheap wiring that will fall under repair costs...does this price sound right?
also if anyone has ever gone through this tell me your story
