according to SteVTEC:

[factor 0]
TL non-type-S is only 225HP, 216TQ are crank.

[factor 1]
now consider you are not a 99, u are 98, u are bit faster at stock already. since 99 has more restrictive emission therefore you are already a TINY bit faster at stock.

[factor 2]
Curb weight 3,492 lbs. vs. maxima 99 curb weight 3100lbs ish.

[factor 3]
u are 5spd, therefore u have driver's error. auto does not have driver's error unless the driver doesn't know how to step the gas pedal all the way down

[factor 4]
now according to stevtec's chart comparison, stock maxima can walk on CL-S anywhere before 90mph-ish. after 90mph-ish the CL-S will take off in its vee-tek krap. now consider with your mods. you should have the amount of HP with the TL non-type-S, perhaps even more. therefore you should definetly beat him.

conclusion: yes you will 0wn him. by how much? i don't know. u'll know after the race
