Gauge overlay - maybe problem with tach - help

I have a question for anyone who has taken apart their gauge cluster for one reason or another - especially anyone who has removed the needles for whatever reason.
I installed my Import Intelligence white-faced overlays last night - following directions precisely. I have not installed the cluster back in the car yet, so I'm not 100% sure this is a problem. But... I put the tach needle back on as described (exactly the same method as the the rest of the needles), and the tach needle doesn't fall back into place like the rest of the needles. That is, when I manually push the needle up the rpm scale, once the needle points to about 4k rpm (about midway), if I let it go it falls freely to the right instead of falling back to zero. This is the only gauge to do this. I am assuming this will be a problem.
Does anyone have any experience with or ideas about this?
