Front license plate bracket installation?

Hi guys, I'm buying a '99 SE, and I need to put the front license plate bracket on it (previous owner's plates didn't require a front plate, my type of plate requires one). He says there's a bracket that came with the car that I can put on it to do this. What is required to mount it? Will I have to drill into bumper? <shudder> Just trying to find out before I actually get the car so I'll have what I'll need to be able to drive it that day Thanks a lot!!

If they're not already drilled out, you'll need to drill 2 holes where the plate holder attaches to the front facia cover. Those holes should have pilot marks to guide you bc there is a metal thread behind where the fasteners will attach to. If you have to drill it, do it with a small bit first bc you don't want to strip the threads with the bit.

Do you have the mounting bracket already? If so there is a black piece that's already in the bumper. It's in the thinner opening in the middle. There should be two holes in it for the screw to attach to. That's the way it was on my 97 at least.
