There is a lock lever on the left side of the steering column. Push the lock lever all the way down, adjust the steering wheel height to your satisfaction, push the lock lever all the way up.
Your car came with a good book writen about a Mexican guy named Manual. Read it.
The neat thing about the owners manual is that it also explains how to make your seat move forward and backward and also how to adjust your rear view mirror among many other things.

aww..
he's a newbie fella's i think he might mean how to actually drop the steering column, as in when installing those pesky initial k gauges, because nobody can be that..well, lets just say lowering the steering wheel is pretty self explanatory once you look at it.

People in general have been driving me nuts lately I swear.
And what's up with the Nissan tilt? My grandmother's Villager is the same... it unlocks drops, adjusts, locks.... why don't they have the nice pneumatic type tilt like most other cars, like, :gasP: my Ford lol
