E-brake not functioning right

couple off things:
You did not say what were the symptoms of the ebrake.
The rear calipers could be seized. No ebrake adjustment will help here.
The ebrake cable could be seized; no ebrake adjustment will help here.
Finally, the adjuster nut is located next to the ebrake handle inside the boot. Be careful not to overetighten. I galled threads on 2 cars ( can`t learn !) because I torqued too much. I say 10 ft lbs torque max.
