Best way to paint the lower wiper arms?

Best way to paint the lower wiper arms?

The paint's coming off of the lower wiper arms on my 98 se. It's patchy silver now and it's really annoying me. Should I just leave them on the car and put a tarp over it and spray them like that, or remove them and do it that way? Looks like a ***** to get them off though.

Its very easy to take them off ,mine are going to be painted again flat black in a couple weeks. Take the caps off take the bolts or nuts off and pry up gently.
