What's Injen's inline air diffuser for?

Does anyone know what the Injen's inline air diffuser used for? Is it for CAI or something else?
Also, how does it work?

this is based on a weapon r intake set up "To further improve performance gains from an intake system, we have
developed an Air Turbulance Defuser which is Tig-welded into the
airstream of MOST of our intake pipes. The Defuser is stratigically
placed in the intake pipe to create a harmonic balance in the air charge,
which straightens the airflow and creates a Hyper Combustable formation
of air intake charge."

This looks like a rubber piece so I don't think that it would be welded, but I get the idea.
If this thing works as stated above then isn't that kind of similar to what the aluminum venturi does in JWT PopCharger?
