99 Max racing on cold starts

Car races on cold starts between 30 and 60 degrees ambient temp. Races at 2200RPM for 2-3 minutes until car warms, then clicks, and idles normally. Had at dealership 6-7 times and they replaced Thermal Element 3X. Still not fixed!!!! To take it back again in search of my $300 would drive me to the edge of the cliff.
Any similar experiences out there? This is a tough one.
