This happened to me. my car was at a friends house wouldn't start. Tried all the obvious things like battery, but no luck. I had to leave it there, then hurricane irene hit... I was car-less for days.

My friends is just now dealing with this issue. She asked me and my boyfriend to haul it from her place to the only Nissan dealership around this area and they told her that she has to have a new computer put in her car. They also tried telling her the ESTIMATED amount they would charge was $1200. I don't think so. We picked it back up, after she paid $120 for them to spend five minutes plugging their equipment into her system to figure that much out.. Ordered a computer from a local repair shop that matches the codes and my boyfriend installed it in less than 15 minutes. Only thing now is that we have to take the car back to the dealership for her to pay $60 a key, to have them programmed to the new computer system. Freaking ridiculous. She had called the Nissan corporation before hauling it the first time, and they flat out told her that it happens all the time in the 99 maximas. It's the first year they started using the security systems in them, which means none of the flawes had been picked out of them yet. But yet they refuse to do a recall on them.

Call a local locksmith. They can program the keys. Ask them what they charge to do that. They will come to your house and do it. The thing you need to stress to them is that you have a 1999 Maxima. They need a special cable, the standard OBD cable doesn't work on a 99.

I've been bitten twice by this in the 7 or 8 years I've owned my '99. The second time the dealer reprogrammed it and told me the same thing...new ECU for about $1200 to fix it for good. That was probably 5 or 6 years ago. Always in the back of my mind. I did mad research back then on finding a used ECU to match my specific max (Auto trans, trim, etc.) without the "gliche". Pretty much gave up and have been keeping my fingers crossed ever since. So a local repair shop easily found you a matching and "good" ECU at a reasonable price?
