when to adjust the throttle cable??

Just a random curiosity, but I do remember that when I looked at my throttle cable, they weren't tight, nor look tense. Are they supposed to be easily pushed down and sagging just a bit? If not, what would I need to tighten it and what is a good measure as to how much I should tighten it? Couldn't really find it in the faq's Sorry if it is.

Yea, I was planning on cleaning the throttle body and tightening while I was in there. Thanks.
