O2 sensors and power loss?

Ok I know that you lose power from a bad O2 sensor but I also hear that it dosent matter at wide open throtle could someone help me out with this and also I know where the plug for the front O2 sensor but where does the second one plug up at

On my car the 2nd one plugs in right AFTER the cat....and before the resonator flange.
